How to find draft drug testing program for 3-man operation?

Cannot discover how to satisfy local FAA office requirement for drug testing for local air tours. They insist on receiving a copy of our program, signed and approved by the FAA drug abatement division, before we can begin.

The hitch is that they are unwilling/unable to specify how to get that approval and signature from drug abatement, even though I have forwarded an email from drug abatement specifying that all we need to do is present a signed statement--from our company--that we will operate in compliance with 14 CFR part 120, §§ 120.117(e) and 120.225(e), and Part 40.

Drug abatement (Washington, DC, office) further specified "You are not required to provide information concerning your program, including whether you hired a service agent. Once the FSDO issues your LOA, you are required to implement no later than the date you start operating your air tour operation."

Thus the FSDO absolutely requires an endorsement of our program from drug abatement, while drug abatement specifies that they do not provide such endorsements or signatures.

We have been around this tiny circle of conflicting information and direction three times, passed it to a supervisor in the FSDO, with no relief.

Can anyone detect where our failure to communicate may be remedied? What do OTHER operators do?
