Fender bender at JFK

The tail of a Delta jet got banged up in an accident on the runway at John F. Kennedy International Airport on Sunday 5 October.
The Port Authority of New York and New Jersey said the Delta aircraft and a Royal Jordanian plane collided, CBS 2 reported.

If the Newsday report is to be believed, it seems strange that the NTSB base the need for an investigation on the effect (the damage) rather than the cause (circumstances that led to two aircraft getting damaged).

The degree of damage is one of the factors that determines whether an event gets categorised as an accident or an incident.
