I seem to remember reading somewhere that shortly after the Wright brothers first flight and perhaps Lt. Selfridge's untimely demise, there were only 4 rules laid out by the government pertaining to flight.

Can anyone verify this?

I cant speak for America but I do have a UK Air Navigation Order from the 1930s that is considerably thinner than the one we have today!
