I had understood that flight in known icing conditions was one of the initial requirements. Is the anti ice now certified ( or is that the reason for 2011 in service date ?)

Rather old news (see here).

The delay was partly due to the repeated slippage of the FIPS system, and partly due to a redesign of the AMS cabin.

FIPS has been certified by EASA, with TC and FAA cert expected shortly.
