How many rules are enough..

When does it get to the point of having to remember so many S O bloody P's that your mental capacity's so used up you forget the fundamentals?

I agree, I just dont understand the logic.
Here in Australia it is starting to get out of control.
You have to have rules, but keeping them simple, makes it safer.
And thats what it is all about isn't it
