Gulf contract with Saffer Company

Can anyone tell me a bit more about this ? Who is Saffer and where do they operate ?Tried google but no sense but assume they are and offshore oil company.

'Saffer' is also slang for 'South African', if that helps?

Libya ?..Why not Yemen ?..... and google still doesn't tell you who Saffer actually is ?
