Will all UK SAR programs become civilian operated one day?

I wonder if anyone can help me. As you may know the UK's SAR programs are currently handled by the RAF, RN and a civilian contractor for the MCA. There is rumour than one day soon, all operations will be handled entirely by a civilian contractor. Can anyone tell me if this is true and if so when could this happen. Cheers.
