Ee ba gum lads, i gitten a reht good certificate to saay a can speek reeht good English, ses mi grandad cud aswel.
Seems a little like overkill on paperwork, but it is very nice for them(CAA) to send this shiney new addition,.... my Grandfather would have been tickled pink, he was a Blacksmith and when he did speak, everyone understood his every word !

Sorry to be a kill joy but not all the blame lays with the CAA. It's an ICAO requirement which is only now being enforced.

Found the same thing on the last bit of paper I got back from the CAA.
In fairness I recently heard the CVR recording from an a/c that ran out of fuel in this country a while back; the pilots weren't proficient enough in English to explain the severity of their situation to ATC. Perhaps there is some method in their madness, and at least they apparently don't plan on actual tests for most of us
