Question below 200' and 500m rvr

In the civilian world can approaches be made to CAT II or CAT III approach limits, if so how is this achieved.

First forget about diverting, what can you do if you find yourself at the bottom end of a CAT I ILS say 200 feet agl and still imc. Is their combinations of training, equipment that allow helicopter's to work to much lower limits as is the case in the fixed wing world. Comments form the enlightened below

In Canada , operators can get approval to do CAT I ILS approachs to a discision height of 100 feet with an RVR of 1200 feet . They can also be approved for take-offs fith a RVR of 600 feet. Approval is also avialable for off-shore rig approaches to 150 feet MDA.

With the 100 foot DH , a check ride must be done in a full motion simulator.

Cougar Helicopters in Canada is actually allowed to do 100ft DH 600 feet RVR appraoches (cat2 limits) and 600 feet RVR take-offs. To be able to have these limits Transport Canada requires them to do simulator training in Norway.
