Kai Tak IGS 13 Question

Hello,

I have a rather difficult question as it is about an airport that has been closed for 23 years. I have tried studying video's to find the answer, but none show the LEGS page during the approach.
It is about the IGS approach and the altitudes at CH VOR and GOLF. These days, you have very clear, at, at-or-below and at-or-above legends for every crossing altitudes. Those days not so much.
So my question is;

Were the 8000' @ CH and 6000' at GOLF altitudes coded as at or above (minimum) altitudes, or were they hard altitudes?

Maybe some veterans can chime in or maybe someone know a video where this is referenced.
