Operation in Airport without PCN Data

I was looking for some guidance,
What is the provision for operation onto the airports without the PCN Date (Pavement Classification Number) ?

I doubt if there is any such provision, the alternative would be to seek permission from the manufacturer and the Airport authorities.

If one is not published in their AIP and you ask for one, will you trust it.

Whilst on the subject what about figures which never change? The life of pavements will always see deterioration in its weight-bearing capacity. If proper assessments are carried out then over the 15 or so years of life I'd expect 2 revisions.
