SE-IMC commercial operation in Europe

It's a fact, that already 2 EU operators, Voldirect in France and Hendel Aviation got approvals for SE-IMC commercial operations with passengers which is a deviation from EU-OPS 1.525. I am trying to figure out if such approval for any EU operator would allow him to fly commercially anywhere in EU or only within the country of approval? I tried to ask several authorities in EU and they all give negative answer in one form or another, but I am not sure if they are right on this.
How can you stop EU operator if there is an approval issued...
