Foreign Regestration Charters

If my company wants to "rent" an aircraft with a foreign regestration to promote a new product, can it use that aircraft flying from spot to spot in the U.S. as a privately owned aircraft? Or would this be considered a charter even though the airframe is all it is renting, not an aircrew? There would/could be passengers, or guests, of the company that may accompany the aircraft from one city to another. There are more than 30 people on board. If so, is it Part 135 or 125 or could we operate under Part 91?
