From JAR-OPS:. .The holder of an AOC must have nominated an accountable manager who has corporate authority for ensuring that all operations and maintenance activity can be finanaced and carried out to the standards required by the Authority.. .The operator must have nominated post holders, acceptable to the Authority, who are responsible for the management and supervision of the following area's:. .a. Flight Operations. .b. The Maintenance system. .c. Crew Training. .d. Ground Operations.
Ok the CAA will allow a post holder to have responsibility for more than 1 area (i.e. Flight Operations and Crew Training may come under a Chief Pilot if he was a TRE)(Ref ACJ Ops 1.175.
So I suppose the minimum could be 2:. .Flt Ops/Gnd Ops & Crew Training,. .Maintenance (But this could be contracted out to a suitably qualified person or the JAR 145 organisation)The accountable manager can be responsible for maintenance AMC OPS 1.895 (b) if he had a suitable back-ground.
A JAR-OPS operator will also need some-one to run the Quality System (and he/she cannot have any management responsibility for the area's being audited).
Hope this gives some background info.
