Training finance issues

Would anybody be able to tell me if training costs are a tax deductible item on a company's balance sheet?
What financial benefit accrues to an airline if they take a lot of external cadets?Does the organising company pay a fee to the airline?
I am looking for answers to my company's desire for a constant turnover of junior pilots.
