VOR ILS DME Chart

What is the difference between an ILS DME chart and a VOR ILS DME chart? Is it basically the combination of a VOR DME chart with an ILS DME chart into one piece of paper?

No. It means you need VOR and ILS/DME to fly the procedure. The initial and/or intermediate segments will require a VOR for tracking before entering the precision segment using the ILS/DME.
