Obscuration = ground based

Fog, smoke, haze are all ground based phenomenon that will obscure the sky from the observer.

In other words, he can't see what the actual sky condition is because there's something obscuring his vision.

Few, scattered, broken and overcast clouds are all part of the sky condition.

VV2= vertical visibility 200'

Correct me if I am wrong!

Yes it does. But it's not a ceiling, related to minimums. The term "broken" is.
