EASA ATPL requirement: ICAO PPL?

Hi,

is it yet clear how the path to a (f)ATPL respectively a CPL/IR under EASA is?

Or better: can one still start his/hers (f)ATPL/CPL/IR course on an ICAO PPL like the one issued by the FAA?

Sorry if that's too simple a question, every time I read the EASA stuff I get something between nauseau and vertigo ;-)

PS: The EASA as she is interpreted by the CAA would fit best here... ;-)
