Does 'Applicant' mean someone starting the course, taking the skill test or applying for the rating to be added?
Is it possible to start the training before reaching the required hours and then hold off applying until the 70 hours are reached? Can you do the test with under 70 hours?

You can start the training for a MEP class rating but you must have 70 hours as PIC prior to asking the CAA for the class rating to be issued, however remember there is no solo element in the MEP training.

It also depends on what the school where you intend to take the course has written in its training manuals.
More than one school I know requires the 70 hours PIC prior to starting the course. If it's in their manuals it's a requirement as that's their basis for approval to run the course.
The thinking behind it is, that you need to have some decision making ability, and PIC hours should build this.
