It also depends on what the school where you intend to take the course has written in its training manuals.
More than one school I know requires the 70 hours PIC prior to starting the course. If it's in their manuals it's a requirement as that's their basis for approval to run the course.
The thinking behind it is, that you need to have some decision making ability, and PIC hours should build this.
