What is a smart next step?

Sorry to bother you fellow pilots, but I just had a quick question regarding my next step in my flying career. I currently moved back home from instructing in Calgary where I soon found out that it's very hard to make a living on an instructors salary. I got up to 600+ hours with a class 3 instructor rating. My goal is to get to the airlines as soon as possible, possibly in the EU. I am now wondering what to do. Should I start working on my multi- engine IFR? Should I start a program for my Frozen ATPL? Should I start working towards my JAA conversion? Or should I just keep working towards hours by instructing? The problem with the last one is that there is a real shortage on students right now because of the economy and next to nil places are hiring. If anyone has any input on what they think I should do, it would be greatly appreciated. Thanks!
