Hey,

notto sure if you can, but you can count your hours (JAA) towards your FAA, but then again, FAA dont have a minium, just take the checkride, its free with FAA, have to wait about 5 weeks though or 400 bucks if you want it sooner, plus ac rental

The FAA doesn't add an MEP rating to an existing licence like JAA does. Instead, there are separate MEL licences, so you could hold either a private multi or a commercial multi alongside your commercial single. A copy of FAR/AIM should give you the low down on what's required to convert to the one you need. I imagine the process depends on whether your JAA MEP is attached to a PPL or a CPL.
