Thats a strange one, I couldnt get the paper work for the J1 visa until I had my insurance in place, have you asked the flight school about it?

The school should be able to offer that to you. In the past you could arrange this when you arrived at the school..this may have changed

I have had the same problem. The trick is to purchase the insurance online from a US insurer. Traffords in the UK were quoting me about 900 quid for one year including aviation coverage. A similar policy purchased from a US insurer cost around 350. I used a site called www.g1g.com which searches through the best medical plans. Also, my medical insurance was not checked when I entered the country.
