I find that a little odd. No way was it a blunder but I can't see the pilot being totally blameless?

"Pilot Error" is really a term not used any longer in reports. Accidents are invariably a combination of factors, and pilot decisions / (in)actions are some of those factors. The aim is not to cast "blame" (as the term 'Pilot Error') does, but prevent repetition.

Why would we want to blame anyone ? It is a rare pilot who hasn't a bag full of close shave stories. Why else is ' I learned about flying from that' so successful ?
