"Pilot Error" is really a term not used any longer in reports. Accidents are invariably a combination of factors, and pilot decisions / (in)actions are some of those factors. The aim is not to cast "blame" (as the term 'Pilot Error') does, but prevent repetition.

I think the pilot sums it up well:
He said it would have been prudent to have discontinued the landing attempt in the prevailing tailwind conditions.
