No russian gf here but japanese wife. There is a difference between visa and permission to enter, no such thing as waiver except usa. As long as you are compliant with the entry conditions and your circumstances dont require a visa I am unaware of any difference between ga and carrier apart from its you who gets the fine if you take someone in who is not eligible for entry

I think most Americans speak of "visa waiver" whenever one is allowed entry without a VISA, simply because that's how it works back home, although they're two completely different things. In Europe, if you need a VISA, you will need a VISA, no waivers allowed. You either do or don't.

I got it off an old manual which referenced the homeoffice appendix 1

And here is the latest one.

I checked that wikipedia site and it looks like I was legal! (Passport USA, in Europe since 1969)

The upshot of this is that one has to be awfully careful with passengers which look remotely "foreign"

Indians it is easy. Just fly into LHR T3 and they wont even know they are out of Bombay, and even UK boarder-FBI-CIA will speak to them in their own language!

.....by the way that was meant in jest. I suppose these days I'd be in trouble for Un-PC writings on a forum by the ever-so-offended, but it was a J-O-K-E. I work with all nationalities, Norwegians, Indians, Swedes, Venezualen, Filipinos, Nigerian, pakistan and they are all a good bunch. The Nigerian guy hasn't even tried to scam me! - oops another un-PC joke (but he'd get it)..sorry....but anyway I have been called a Limey, a pom, wan*ker, etc and my feelings aren't hurt.
