AN-2 rating for PPL

I was reading this closed thread.

Was just wondering if anything has changed. This resource says: "Whilst the AN-2 is a Single Engine Piston (SEP) it cannot be flown by PPL holders without obtaining a type rating for the aircraft. ". Is that true?

Looks like heritage from the JAA era, when individual member states could impose additional national requirements. An-2 even has variable crew requirements - many countries consider it a multi-pilot aircraft for the purpose of passenger transportation but allow single-pilot operation for aerial work.
