Kemble Planning Enquiry

Kemble airfield will hear the outcome of their application (Certificate of Lawful Use - CLEUD) this Wednesday 25th June 2008.

"Cotswold District Council's planning officer, Mike Napper, has recommended the application for a certificate of lawful use should be refused on the advice of the council's solicitor. In a report to the planning committee, he said there was a lack of evidence to show the airfield had been used for general flying for a period over ten years."

I've been based at Kemble for the last couple of years and this hassle and crap from the council is getting ridiculous. Considering that Kemble offered to pay the legal costs of Novembers farce where the hearing was scrapped because the council failed to prepare the notice correctly (costs in the region of £750,000 to the taxpayer) this is a bit rich.

Kemble has always been used as an airfield for all activities associated with such an establishment. An airfield is an airfield, planes fly in and planes fly out. Whether they train, perform, tow, fly in for maintenance or breakage, it totally irrelevant. Last year Kemble was told to apply for the said notice, which they did - and now the council refuse it? BOTH Cotswold District Council AND North Wilts Council WROTE to Kemble Air Services when they purchased the airfield from the MOD in 2001, and advised them that planning permission was not required.

Considering also that the airfield fell into private ownership in 2001, it is difficult to prove there has been 10 years of private flying training taking place there, though let's remember that the Red Arrows were based there for many years (training were they?) Funny how the residents and council didn't have a problem with 10 Gnats and later Hawks flying around the local area but clearly a PA28 is a step too far.

Sorry if this sounds like a rant, but I'm sick of hearing about the council trying to get at Kemble. Maybe they'd rather Ronan Harvey (the owner) sold the entire airfield to gypsies - that's give the council something to complain about.

Let's be quite clear. This campaign against Kemble has been orchestrated by a handful of people including a retired airline pilot (who I believe still likes to be called 'captain......') who chose to buy a house within the Kemble circuit. The vast majority of local residents do not object to the airfield as has been shown in a survey.

I have lived two miles from the threshold of 26 for over 30 years and being a pilot, of course I do not find Kemble a problem. However, I have to say that having fast ex military jets screaming relatively low over the village quite frequently (high speed runs / fly by), and not just on the annual Air Day, is not the best way to endear the airfield and its operators to the local populace.

I understand the Kemble owner whom I know maintained he had the relevant planning confirmation when the airfield was purchased from the MoD, but apparaently there are technical arguments about the training aspect of planning as those against Kemble argue it was only for maintenance and storage.

The whole sorry saga demonstrates how this country, in many respects, has lost the plot since the pinkos took over. It is about time we who know really what makes life tick stood up and were counted against these b....y nimbys, particularly ex ATPLs!.

I hasten to add this is my personal opinion and not (necessarily) one on behalf of the various aviation organisations I am associated with.

Additionally as Costwolds taxpayer should we not be appalled at the profligate waste of council money in bringing this prosecution when they could be more sensibly building schools, hospitals or even reducing council tax.

What gives them the right to spend our money this way?

I have a noisy motorway running close to my house which was a quiet airfield once. If me and 4 mates wanted to stop the noisy hooligans racing up and down it all day do I just need to write to my council? The fact I bought the house AFTER the motorway was built should be no issue.

I have (not for the first time!) writen to the Cotswold DC in support of the airfield and have also questioned the use of so much public money to bring about the closure of the airfield.

It is my opinion that the officers of the council are trying to save face and using the public money to do so.

I got my original figures wrong, the cost of the initial enquiry was £75,000 not £750,000.

But nevertheless, it was a sham of an enquiry. CDC had to back down because they didn't serve the enforcement notice correctly and they were told by the enquiry that the council's case would be thrown out on this technicality.

Just an additional note to supplement Dave's - it's absolutely correct that this is all being brought by one fomer pilot, who rather interestingly, applied either as an instructor or CFI (can't remember which) with what was then Aero School Kemble several years ago and was unsuccessful. All of a sudden, Kemble is a nuisance to the community. Sour grapes methinks?

Well done to all those who fought so hard to make this happen !

I flew in there a lot more often when I found they were going through this crazy rigmarole ! Might pop in there this weekend actually to congratulate them !

Lets just remember to keep those circuits accurate and professional !

Well done to everyone involved in this - a victory for common sense at last. The aiport can finally be used for ummm, flying. CDC should hang their heads in shame and apologise to Kemble and the taxpayers for wasting vast sums of money on a purile vendetta against one of the best GA airports in the UK.

And ha ha to the stuck up tool who started this whole process - the very prat who applied for a CFI job years ago and got turned down.

Well done guys - I think a fly in is called for this weekend!

Blimey,common sense at last.

The Nimbys must remember that in some cases it better to have an open airfield next to them. If the ATZ ceases to exist (if the airfield closes ) then full on aeros will be permissible in their personal overhead without the protection of an ATZ or an airfield to design compliant circuits.

Good news for freedom of expression.
