Question Mode S in Europe

Flying to Belgium, France and Germany later this year, but what is the latest position with flying VFR in these countries and do you need Mode S or is C still OK.

France is OK, We will get an update at the meeting on the 15th with the CAA at LAA HQ.

I believe Germany requires Mode S in controlled airspace that doesn't extend to ground level, irrespective of flight rules.
So there's always the option of flying below it.
