Nouse,

I've looked through the AIP, and I can't see anything that would prevent an IFR flight descending for the purpose of making a landing.

I have to admit here that IFR stuff is beyond my experience level, but none the less I couldn't see anything.

If you want to have a look for yourself, and don't want to tackle the awful Eurocontrol website to get the rules, you can have a look at the Rule of the Air order which can be found by clicking here.
