If an airfield has an ICAO locator, does this mean that PPR is not required under the convention agreements?

Surely bar shaker's question has only a yes/no answer, and the answer, as I said, is "no".

Your efficiency in answering my question is to be admired.

However I am happy for the concept of PPR at ICAO fields to be discussed.

Indeed, I would ask if a field should be ppr if it has an lCAO? Or to put it another way, if a field needs ppr should it be eligable for ICAO recognition?

I don't quite follow your connection. Please elucidate.

The two items are mutually exclusive and nothing to do with each other.

ICAO addresses are purely signals addresses - nothing to do with whether the operator wants PPR or not. The only part of the address actually agreed by ICAO is the first two letters - the remaining two are issued nationally for connectivity or a link to the AFTN.

I agree with Chilli Monster, an ICAO indication has absolutely nothing to do with being PPR or not. A field may receive an ICAO designation when it reaches a certain status or size to make them easier to put them (electronically) into the system. It's easier to have 4 digits then a long name.
A field is PPR because of certain restrictions applying to it or because the owner wants it that way. The PPR may be all the time or only at certain times. Actually, PPR is just a different type of "opening hours".

There's a thread somewhere where "PPR" was quite intensively discussed......
