OK,
Half an hour searching (including the Airport website) with no
luck so...
Does anyone know if Budget have desks in BOTH terminals or
just T2?

Car hire desks are mostly located in the central area Z, which is actually attached to Terminal 1 but only about 100 yds from the main exit of Terminal 2. Here's a link but it doesn't actually mention Budget!

Agreed that they all used to be in one hall, at the top of the escalators down to the U-Bahn (I left MUC in 2000) the travel agents and so on were all there too. However, the Budget website lists the lughawe as one of their sites.

Terminal 1 just across the plaza from T2.
If you're arriving in T1 just go down the nearest moving ramp and then follow the signs for car rental. It's very easy.

Update and a winter car hire note
Thanks all who replied.
Budget and Avis are now the same desk.
Nice and easy to find.
All in all I still find it a nice airport to travel through (although
being stuck there for 10 hours in November wasn't fun).
Just a note of caution for anyone using Travel Jigsaw / Car Hire 3000.
We've used them in the past without problems, however, this time
was a little different...
On the day we checked to find out where we needed to go as we knew
that the actual company was CARO, and, that it was a meet and greet.
So, we had assumed that it was a car hire centre at the periphary
not actually in the airport itself. On checking we found they are actually
based in central Munich, and, would come out when called, adding at least
2 hrs to the process!
Needless to say we were not too impressed as we'd booked the pick up from the Airport NOT the city.
We called Travel Jigsaw who initially were non-cooperative and stating that if we actually wanted one from the airport we'd have to pay the difference in rates as there we no cars available, only when I pointed out we had actually booked and already paid for a car from the airport did a same class vehicle suddenly become available, this after approximatly 20
minutes on the phone and various pauses on hold for the staff member to
talk to managers.
All in all, something that would have been very easy to solve has left quite a sour taste as they did everything they could to avoid fixing the issue.
On another note: Anyone hiring a care in Germany / Austria. Winter tires are now legally required, so, should not be charged as an extra!
