Regional Airlines Morocco

Anybody had much experience of these guys? I fly them pretty regularly between AGP-CMN and am quite disconcerted by the lack of safety on the planes?

On several occasions phones have gone off mid air and on my last trip last week in the stop over in TNG a girl was on the phone right up to rotation, the cc saw it and did nothing.

Also I haven't flown on ATR 42's much but the pilots seem to take some bizarre routes in to TNG and CMN, often in low cloud, circling quite a bit. I doubt if it was ATC related as there is very little activity in Morocco as whole I think? Looked to me like the pilot was weaving around the clouds avoding potential bad turbulance? Be grateful of any insight here?
