Stolen baggage/opened bags

A colleague of mine just flew San Diego - Heathrow - Stockholm. In his checked in bag was his hypodermic and arthritis medicine in the thermal insulation bag. (problems if you carry it in hand baggage!)His bag was delayed and was opened on arrival because it was unaccompanied: customs wouldn't let it go because of the medicine for some time. Now, if he'd locked the bag and it had been broken open, do the airline pay? After all they lost it. Whose responsibility is it if the medicine is needed urgently?

And in the US, where bags cannot be locked because of the TSA, whose is responsible for theft from the unlocked bag?

I suspect it's a case of the traveller isn't allowed to take precautions over their baggage but does pay for any loss....

Not quite. The TSA recommends bags be unlocked, but passengers can lock them if they wish. Due to most airline staff and a lot of TSA agents not understanding their own rules, you may get an argument however.

If a locked bag indicates positive on the CTX scan, the TSA can break the locks to gain entry. They are supposed to re-secure the bag with plastic ties but are not responsible for damage to logs and bags during this procedure, but do in fact look at claims on a case-by-case (groan ) basis.

And yes, a few TSA employees have been caught stealing from bags.

UK customs

About 4 years ago on arrival at my hotel in Paris I saw that the loops on the zips, used to run the padlock through, had been cut from my luggage. It was obvious that somone had tried cutting the padlock hasp and given up.

Nothing seemed to be missing but the case had obvioulsy been gone through.

Called the airline to report it in case I subsequently realised anything was missing, they suggested I call customs as it was most likley thier officers.

I decided to start with the HM Customs- my French beiing a bit weak (!). The very polite gentleman there said, "I can assure you that this was not our officers, it essential that our officers can open and search any case on the market without leaving a trace and is a matter of professional pride that we do so." He added that he was confident that his collegues in French customs were equally profesionally adept.


Nicely put I thought!

So is subtley just not an option for the TSA? Perhaps they have to rip open a quota of bags to be seen to do their job and make us all feel secure?

I appreciate the TSA and customs are different services. But whatever the agency surely it is just a matter of training and a big bunch of keys...

Bags missing at Paris

More than any other airport I've experienced...baggage regularly goes missing when transiting through paris CDG. No problem if I get it back ....ususally within 24 hours, but with things going missing...a real annoyance.
I recently reported a theft from my baggage to Air France and submitted a claim having already reported theft to police and shown receipts fror replacement articles. It took about 6 weeks to get the refund which was only partial due to their limitations which I don't see written anywhere.
