CASA Proposed Rule Changes-Single Piston Fixed Wing

Hello, Can anyone tell me please what the proposed changes are for single piston engine fixed wing operations over a built up area and when the rules are changing ?
Particularly low flying for aerial work?

The MOS for Part 91 is a bit easier to read...but refers you back to 91.400.
