"Smartair is a CASA approved General Aviation operator"

What does this mean? Are there "non approved" operators out there?

pilotchute,
Surely, you must know that in Anal Australia, every facet of aviation must be approved by an approved approving authority,
I trust you approve of the approved procedures for approval.
Yours approvingly,
LeadSled.

You haven't ventured far enough if you have yet to encounter the unapproved operators.

Don't forget that, according to CASA - Charter is no longer "GA", but RAAus is.
If you are a flying school sometimes it's kinda nice to point out that you are properly approved, and haven't just paid $440 to an overblown Aeroclub with delusions of importance.

Horation,
You are pushing the proverbial up hill on this one, how long does a body have to be around as a "self-administering org" before it is accepted.
After all, starting with the syllabus, the venerable publication 45, RAOz is what PPL training used to be with DCA, before the unholy nonsense of today, including the avalanche of bureaucratic paperwork.
And, at least they have their own local training sites spread, just like the old local aero clubs that have been destroyed by CASA.
Tootle pip!!
