In New Zealand what pilot training be conducted without a Part 141?

Can someone help please. We are finding it difficult to determine what flight training can be conducted without a Part 141.

The CAANZ Part 141 website page says:
"Part 141 does not itself prescribe which training courses and assessments require the holding of a Part 141 certificate. It is other CAR Parts which will require the holding of a Part 141 certificate in order to meet the requirements of those other Parts."

Part 141 says:
141.1 Applicability (a) This Part prescribes rules governing the certification and operation of organisations conducting aviation training and assessments that are required by Civil Aviation Rules to be conducted by an organisation certificated under this Part.

Part 61 says:
the following flight training must be done under a 141; ATPL flight test (61.253), Aerobatic Rating (61.551), Aerial Topdressing Rating (61.711) and Airline Flight Examiner Rating (61.905).

This then implies that all other flight training does not need a 141.

QUESTIONS

Q1. What flight training can be done without a Part 141?
Q2. Does providing flight training to PPL standard require a Part 141?
Q3. Does providing flight training to CPL standard require a Part 141?

Any help would be most appreciated thank you.

No. It is not required for general training. (AC 141.1.3)

What is a Part 141 required for?

Specialised Training Courses (AC 141.7.2 (a))

a. Technical on a/c over 5,700kg
b. BGT
c. Human factor
d. 150 hour CPL (A)
e. 125 hour CPL (H)
f. DGT
g. Flight engineer type rating
h. Maintenance engineer licence
i. Maintenance engineer type rating
j. Cabin crew emergency
k. Aviation medicine

B. Assessments (AC 141.7.2 (b))

a. PPL flight tests
b. IR competencies
c. IR flight tests
d. Instructor rating tests
e. Instructor rating night or aerobatics
f. Operational competency assessments

PPL and CPL Training in NZ does not require a part 141 certificate at all.

141 is only required if for CPL training you wish to conduct a reduced hour CPL course (ie the 150 hour CPL as opposed to regular 200 hour requirement).

Most Aéroclubs operate with the instructors operating within the privileges of their instructor rating issued under part 61.
