Why so Low Jetgo?

I'm wondering why Jetgo are filed for FL360 but fly everywhere at FL280.

Probably not ADSB equipped. Exemptions no longer apply from 12th Dec 2015.

That seems very poorly managed. With a deadline that will cost you thousands if non-compliant, you would think that would be a priority upgrade to their equipment. Unless of course cash is a bit tight.

How long have they had to get the aircraft ADSB equipped? 3-4 years? If its because of not being ADSB compliant then that will be a pretty costly addition to fuel costs. If they just paid the $ to get the aircraft ADSB compliant then wouldn't you think that the additional savings in fuel would pay off?
I guess if you scud run the rules and regulations long enough you'll eventually hit that mountain.
