Where do you draw the line about temporary installations?

If I use velcro to fasten an internal battery powered Personal Locator Beacon (hand held ELT) in the luggage compartment do I need an EO?

If I temporarily clamp a GoPro to the inside of the canopy roof behind my head do I need an EO?

If I attach a GoPro to the wing with a suction cup do I need an EO?

I agree with recent posts wrt Experimental Cat aircraft for installation of small cameras.

As for temporary installations of anything - the CAAP on EFBs describes CASA's policy wrt temporary EFB installations so therefore I assume somewhere they have their own definition of a mod per that section of the regs. The EFB CAAP only mentions EFBs, not cameras or anything else. That CAAP also states that airworthiness approval is required for anything installed on the structure (no exemption for temporary mounts) but I don't see that CASA has defined "structure" anywhere. For example, the canopy on an Airtourer is structural as it takes the airloads (its own shape plus carry over of wing lift - refer Henry Millicer's data).

Say the rear parcel tray or the dash panel glare screen?

Depends how you mount it.

Bluetack and duct tape is temporary.

Drilling a hole is not temporary.

Sounds reasonable to me.

If I pull up at the fuel bowser and a CASA representative asks about the camera I'll say don't worry about the regs, I read it on Pprune.

Perhaps you should use the camera as a diversion so that they don't look too closely for any amateur installed avionics whilst they are there

Perhaps you could use the following as a guide:

A small aircraft at YSBK had a small DAVTRON clock/timer ( they weigh a couple of ounces, whatever that is in new money, maybe 25gms.It was on instrument panel using a couple of Velcro spots .

During a "spot" inspection of a number of aircraft parked at Bankstown by a couple of AWIs, the aircraft with the DAVTRON fitted was issued with a grounding notice, because of unapproved modifications, the mounting of the clock.

On the same day, a number of RCAs (whatever they were called at the time) were issued against aircraft for defective registration letters on the fuselage, the letters were slanted, instead of vertical.

Protests that the rego letters had been like that since the aeroplane was delivered many years ago cut no ice with the AWI. In the case of one helicopter, it was pointed out that there was no vertical surface big enough for the "regulation letters", the short sharp answer was "You're nicked", or words to that meaning, "You should have got an exemption" being the "proper procedure".

This was the first time I came across the CASA "requirement" that all canopy covers have to have a placard, on the inside of the canopy cover, "in the clear view of the pilot seated in the normal position", saying "REMOVE BEFORE FLIGHT".

This is the same mob that decided a C.of A should be cancelled, if an aircraft was parked with the battery removed, as the battery was part of the TCDS equipment, no battery meant the aircraft did not comply with its certification, therefor the C.of A was cancelled.

It is bleeding expensive to do a C.of A inspection all over again.

On the topic of cameras, if I mounted this on my cap/headset/glasses/whathaveyou, can anyone object to it?

I would like to think so, too, but it ain't so, they seem to be getting worse.

I will go so far as to say that some of the deviations from manufacturers published procedures demanded by CASA, essentially the AFM, are really quite dangerous, and largely reflect the lack of training and experience of the FOIs/AWIs involved.

Depends how you mount it.

Bluetack and duct tape is temporary.

Drilling a hole is not temporary.
Compression clamps, suction mounts and heavy duty (hard plastic) velcro are not permanent.
I would hope that someone somewhere will make an approved, one size fits all compression fitting for skids.


CASA could be more proactive in affecting flight safety if they produced a guide for temporarily mounting of cameras inside a cabin;
1/ equipment should not interfere with compass or other instruments
2/ if items detach they should not be a threat to jamming of flight controls
3/ warning! the use of cameras can contribute to pilot distraction
4/ Video footage will be sought in accident investigations(!)

Keeping it in a pocket on your person is a much better place, in the remote but real chance of you needing to exit the aircraft in an extreme hurry, it can be virtually guaranteed that you will not remember to retrieve it.
That's why it is also a bad idea to have it in a flight bag.

Carrying items in a pocket really isn't practical for aeros. It's bad enough have pens and coins floating around.

Might have to try and squeeze it into one of the map pockets I guess.

You couldnt be more wrong. Time and again there are continuing examples of the cretinous Tarmac crawlers looking for a nit-pick and a hit.
Is all in the name of "safety" of course and its their "job"...if you can call it that, but it pays well to be a prick.

For example. Local pilot topping up brake hydraulics..as allowed under Sched 8 pilot maintenance. But he was pushing the fluid up from the wheel into the reservoir, as opposed to adding fluid at the top. Shifts any bubbles up...as you do.
This was deemed to be.."adjusting the brakes" by the TT/Tarmac T*rd, thus maintenance to be done LAME.
At the end of the argument the pilot got done $550 penalty for not entering this "top up" into the MR.

SO be warned ,,in the latest edition of Sched 8 is a new clause..where it says..action to be entered into the MR.... "where appropriate "...but what is not specified. In this case the TT made the call.

Now of course, there is one seriously pissed of GA pilot and the sky is now much safer from falling aeroplanes.

Sing the chorus then.." Safety, safety, safety, Empty skies for all...."

well these clowns we now have to deal with most are ex military or airlines. The lack of common sense has been lost in there own indoctioation in the military follow and we look after you, you are the best etc etc.
They clowns most have zero idea and read regs as their favourite past time.
Heard years ago of an AWI wonting to know who dose the dual inspection on a hot air balloon for tie the knots to the upper vents, or my all time classic a guy washing his aircraft and not putting it on the M/R cause this technically is a maintenance action.
So technically you cannot add anything to the out side of the aircraft with out an E/O unless its in the M/M IPC etc.
Now if you add it to the cabin well you in the lap of the Gods if something happens and goes wrong and there is a case that some one was hurt or it was the cause of the accident ?
