Where do you draw the line about temporary installations?

If I use velcro to fasten an internal battery powered Personal Locator Beacon (hand held ELT) in the luggage compartment do I need an EO?

If I temporarily clamp a GoPro to the inside of the canopy roof behind my head do I need an EO?

If I attach a GoPro to the wing with a suction cup do I need an EO?
