Are you guys referring to the NOTAM's that amend the visibility for all LOC procedures?

You'll note its for the 28JUN cycle. There has recently been a change in the way visibility for LOC procedures can be calculated, and as such the change has been implemented across the board for all LOC procedures.

In short you can include the length of HIAL in the calculation. Thus the vis can be reduced by the length of HIAL available.
