"Equipment appropriate for sustaining life" or words to that effect. There should be no specified mandatory contents as it must vary depending on the region and time of year that you are flying. Water is almost always more important than food...
You might want to look at some third party survival kits (e.g. 4WD kits) and modify them for your operation. Just don't take advice from that pommy tosser on TV.
Mine changes markedly depending on where I operate. My usual one, though, is 28kgs including two weeks of food.... and there's no water in it!
