In Australia is there a place where foreign pilots can get notams I saw theres a website but is there a guest log on people can use.

Yes, use the Airservices website like everyone else. Just create an account, it doesn't take long and you don't need to be Australian or in Australia.

You can use ASA's alternative AIS/MET system which does not involve NAIPS login.

According to the "Location Briefing" page the AIS/MET System it is only for Oz domestic data, and you can't update an AVFAX briefing. Not sure if there are any other limitations, but for basic briefing i.e. wx, NOTAMs it works.
