Airstrip restrictions

Does anyone know what the situation is with building an airstrip in the vicinity of an existing domestic airport.

1) inside the CTA.

2) within say 20nm of CTA

I'm sure someone else can give a better answer, however there is a private airstrip in the Bankstown training area. While it is OCTA, Class C is right overhead (at either C Lower Limit 2500ft or 4500ft, can't remember which one of the two the airstrip is in) and it is well within 20 nm of the Surface level Class C around Sydney.

Look at a VTC - Purple bits show where OCTA is less than 500ft AGL
