Or you could go back to comlaw and look for more up to date regulations. You quoted the regulations as at 17/12/09 but twiggs's post referred to changes occurring a week after that date. This is the particular one you are looking for:

Prohibited Items
There are certain items that you are not allowed to take in your carry-on baggage because they present a security risk. Prohibited items include, but are not limited to: sporting goods, kitchen utensils, tools, and other things with sharp edges or points capable of injuring someone.
Airlines may not allow other items through the security screening point in line with the airline Conditions of Carriage. If you are carrying any prohibited items you will be required to make other arrangements, such as leaving them with a friend or family member, or surrendering them at the security screening point. If you are not sure whether an item is prohibited; check with your airline, pack it in your checked baggage or leave it at home.
Given the considerable enhancement of aviation security in recent years, the Australian Government will remove the following items from the PI list, with effect from 25 December 2009:

No worries YPJT. It is only recently that they have been specifically mentioned in that list. I guess it is just a clarification that when the announcement is made that 'all electronic equipment must now be switched off' that noise cancelling headsets are included.

Firstly, point taken and apologies to all effected.
Secondly, Thanks for the links, getting on a plane today and will see how a nitting needle goes. Doubt the airlines would have relaxed those measures yet.
