IFR Phraseology Question

If requiring to submit a plan, can be done via flight watch, or after contacting C with request, give them your departed/location/intentions/eta - then upgrading to IFR and wishing to submit plan. They will then say go ahead with details - give them what they require.

All depends on what information is in the ATC system.
Many people would also argue that it's not upgrading, it's just changing category.
If you filed a flight with an upgrade/change cat point enroute, too easy if not a little harder; assuming it got through the filtering process at the ATC end.
You need to submit details if you are VFR without a plan in the system (sometimes even if you planned VFR flights don't always make it through the filters); before requesting the upgrade, preferably. If you need it immediately then it's a little harder, depending on airspace too it could even be quite 'ugly' if there are other IFRs about; ie Class E and getting an immediate upgrade.
Technique: have a good listen on the freq before jumping in, is it reasonable to make the controller work harder, even briefly. Any ATC can submit details into TAAATS, so if you are close to a VHF boundary have a search around for the quietest freq.
"XX Centre, VH-ABC, VFR C172, IFR Details"; expect them to say standby as they grab a pen and paper and do a workload assessment.
The details we need are, in no particular order:
Callsign, type, ADEP (helps at our end), ADES, requested level, current location and route to be flown, anything else pertinent.
If you can do that 5 minutes before you need it, it helps a lot regarding workload; if you can do it 10mins before on a flightwatch freq, it helps even more.
Flightwatch don't have a TAAATS feed, and will submit details to TAAATS via messaging so it takes a little longer and sometimes still won't get through the filters, but it is there somewhere, just not at the ATC console. If you submit via flightwatch, let us know, then we know where to look if we can't find the details.

How does one upgrade to IFR in flight? What is the best and/or most correct radio call to make?

It's much easier to plan IFR and down grade to VFR, than it is to do the reverse...

However, getting an IFR upgrade is not a big deal. On the couple of occassions I have done it, ATC were really good - but I guess if you caught a very busy operator on a bad day you might get a more frosty reception.
If you are within SSR coverage its pretty staightforward once you have a code and are identified.
Worst case senario - give'm the same as you would if you had to ring an IFR plan through to the Briefing Office.
If you are getting grief (which in my experience is rare, but does occasionally happen), change "request IFR upgrade" to "require IFR upgrade"!
Its a lot less trouble in the long run to take a plan over the radio than it is to scrape up the mess off the side of a mountain somewhere!

If you really want to get technical, it would be "centre, xxx request change of flight rules to IFR"
or
"centre, xxx departed Darwin 59er, 136 miles Alice Springs, 9000 feet, proceeding IFR, Alice 0324 request traffic"
Upgrading to IFR sounds much better

even if you have vfr details in eg a flight plan it doesn't mean anything to centre. Apart from a class c or d dept point they only hold ifr flight plans. Try setting a sartime on centre they will do it but duplicate your details as they have nothing on your aircraft. As far as i was led to believe from atc they prefer notification of an upgrade via flightwatch as was previously said sooner rather than later and then contact atc 5 mins later after flightwatch have passed details to them
