How does one upgrade to IFR in flight? What is the best and/or most correct radio call to make?

hey guys down there on the radar, i can see a thing and got totally lost. can you gimme an idea where i am and how to find my destination? btw......my aircraft is not ifr equipped but i have my gps in my mobile phone but no internet connex to download the map.
