22 Month ASIC!

Has anyone else been caught by paying for an ASIC renewal, presuming it was to be for 2 years, but when issued (by FNQ regional airport operator), we find it is only for 22 months from the date on the expiring ASIC. All we can work out is that it is 2 years from date of application, not issue!

A bit rude when it takes them 2 months to do searches etc, but if we don't apply 2 months early we don't get a renewal by the time existing ASIC expires in August.

The old story, no ASIC no airside access. How can you win?

I got a renewal a couple of weeks ago. 7 days from the time I posted it to getting it back. I couldnt believe it. So I get the full 2 years. Must be easier for them the second time around.

ASIC

My original one from DOTARS was only issued for 16 months. When I queried it, they told me "...well we can't have them all expiring at the same time....."

I noticed that they offered no discount for the reduced period of validity, nor would they consider making the new one (16 months later) valid for longer than 2 years.

I believe it's 2 years from the date of the police check
G'day Stallie, yes that is basically correct but what can occur is that if one of the checking partners ie Crimtrac flags some anomaly with the background of the applicant, it is then referred back to Auscheck for further investigation and final decision.
Now here's the rub, the clearance date when finally given will be from the date of the first check regardless of how long Auscheck took to sort their side out.
This problem is happening across the board and QF are getting p1ssed off with it as are a few of the smaller issuing bodies.

Bottom line is people, the delays with processing and issuing your ASIC I would guess in more than 95% of cases are not caused by Issuing bodies who can be anyone from Sydney Airports Corp to Halls Creek Airport. Rather it is Auscheck who we ALL have to wait for before putting your picture and expensive bit of foil on a plastic card.

Mick B. Your seven day turnaround is what in an ideal world we would all be cranking them out at. I even believe 14 - 21 days is still reasonable but when you start getting in the region of six to eight weeks, that is just bloody ridiculous.

It was referred to DOTARS OTS in February and again recently given neither acknowledgement nor reply. Essentially as follows - says it all really:

People are paying for a two year term and it is reasonable to expect the system to meet their expectation and their mandated financial contribution to aviation security.

Those being penalised are the ones submitting their renewal early to allow the issuing body sufficient time for the checks by the various parties not controlled by the issuing body. In many cases the early renewal lodgement is because of the long delays that occurred in the initial issue but there is in any case value in early lodgement for the issuing bodies and the checking bodies as it allows them to operate most efficiently.

The system problem is the regulation that the check is valid for “2 years from the date of the background assessment check.” In essence this requires that technically the renewal ASIC cannot be processed – to meet the correct renewal without overlap – until the expiry month. This introduces the risk of the renewal ASIC not being available in time.

We ask that you investigate a fix and advise at your earliest convenience. We consider it patently unfair, and in fact unreasonable, for the parties to enter into a two year contract but where the minor party is not receiving the full two year entitlement.

It has been suggested we advise people to not lodge renewals until the renewal month, so they are not financially disadvantaged. We are loath to do this, our preference being that the system be re-organised to achieve the necessary harmonious result.

Our suggested system change is to alter the regulation to sensibly allow that for a renewal application lodged within 3 months prior to ASIC expiry, where the background checks and issuance are deemed satisfactory, the card will be reissued for a further two years from the date of expiry of the card being renewed.

We believe your assessment of this issue would undoubtedly be sympathetic not only to the general pilot community but to the need to retain credibility of the aviation security ASIC process itself.

James,
Good points It will be interesting to see the OTS' draft changes to the ASIC requirements which are now overdue. I was promised a letter over two months ago but haven't seen anything yet.

Here's my sorry tale.

I applied for a renewal 2 months (last October) before the expiry (in December) of my old one, having heard about the extended delays.

I hear nothing for 4 weeks, ring ASIC Meribula to check, and was told my application was being security checked but "should be back within a couple of weeks"....couple of weeks goes by, and i'm starting to sweat on my fast expiring ASIC, ring again, told they've not heard back from Auscheck, I explain i've got 2 weeks remaining on my current ASIC, and 'what do i do then?' Met with silence, a shrug (i imagine), then told to "just display your old one till the new one arrives". Not confidence inspiring.

ASIC expires, and now i'm annoyed.

Many phone calls later, my ASIC turns up end of January, a total of nearly 15 weeks since i initally applied and nearly 7 weeks past the expiry of my old ASIC....i'm beyond annoyed by now, just happy to finally have the thing in my hands!

Then (best of all!) I get a letter demanding the return of my old ASIC with a note saying if not returned within 2 weeks i would incur a fine! WTF!...i forget how much....I couldn't decide whether to laugh or punch something!

And when i asked if i'd get any sort of refund as i'd payed for a service which patently wasn't provided, I was offered only apologies (from the overall manager...i'd burn't out the foot soldiers by now!) and told how they (ASIC renewal team Meribula) have no control on how other agencies (Auscheck)
conduct themselves.

It's a joke and i'll be going elsewhere next time... Port Authorities can pump em out in 2 weeks i hear...

I'm still dirty about the whole business.

TOTALLY FRUSTRATING...

When I applied for my first ever ASIC it was through CASA as a student pilot. Paid all $196.00 and got a wopping 12 months validity after waiting nearly three months for the bloody thing to arrive. Come time for my renewal two weeks and $186.00 later I have 24 months validity. Theres not predicting the time, the validity, what answers you'll get on the phone when you ring them. It's impossible and ridiculous.

I assumed it was because I'm under 18... and they don't do as many checks until i'm over 18...

I just renewed my very expensive and all important ASIC after turning 18. whole process took about 3 weeks. Can't say it was exactly painful, although the extra 6 month buffer period on my old ASIC wasn't carried over to my new one.
Does anyone else feel as if they should wear it around the house/local shopping centre just to get their money's worth?
