Cargo locks on A320-232`s?

Cargo locks on A320-232`s?

Call me wierd but I always read the ATSB weekly summary to see whats being going on or not going on as the case may be. One thing i have noticed in nearly every edition is the inclusion of reports of cargo locks not being raised on A320 aircraft. Can someone please explain this for me... is it a design flaw in the equipment? is it lazy rampies? is it at all dangerous to complete flights in this condition?
It seems to be something that has been reported for quite some time now but it continues to happen.

A bit off topic, but I notice that the weekly summaries are about 6 weeks behind at the moment.

If reading these makes you wierd, then I guess I fall into that category too!
