Ahem - this was not a thread about Med1 vs. Med2.

It was about where the airspace associated with Capital Cities extend to.

e.g. Is a STAR airspace associated with a capital city, and therefore does the assessment of priorities apply to that airspace? i.e. should PJE Ops be allowed near STAR tracks striclty speaking if they will delay higher priority traffic.

I presume the parachuting is not in the RVSM band in which case AIP ENR 10.1 (4) would (may) apply.
"that a flight desiring to operate in other than the normal
pattern for operational reasons will be given the same priority
as other flights unless it involves a short-notice
change to a clearance already issued to another aircraft
(in this case, permission to operate will be deferred);"
Now let's debate 'short notice'. Based on this, I reckon the GA has as much right to be there. I'm using a broad definition of 'normal pattern' to apply to any use of a particular airspace.
If you argue the STAR is part of the terminal area, then the argument changes again but I think AIP ENR 10.1 is a better reference to use for this.
How about a bit of strategic planning instead of controllers having to deal with this?
